OBJECTIVES

 

         ESTABLISHMENT   and CONSTITUTION    

   JHARKHAND STATE AGRICULTURAL MARKETING BOARD was established on  14th March, 2001 as per provision under section 33A of Jharkhand Agricultural Produce Markets Act 2000 to provide Marketing Facilities to different stakeholders and remunerative price to growers through APMCs in Jharkhand State .

          As  provided in the Act there is a Chairman of the Board appointed by  the  State  Government and the  consists  of  15  Members  as  categorized below-

         1 One Officer from the Finance Department of the State Government.,

         2 Two Officers from the Agriculture Department of the State Government;

         3 One officer from Revenue Department of the State Government;

         4 Chief Engineer, REO of State Government (Ex-Officio);

         5 Chief Town Planner of State Government (Ex-Officio);

         6 One Officer nominated by the Ministry of Agriculture, Government of India;

         7 Managing Director, State Bank of India,  or his nominee,

         8 Five Members nominated among the Members of APMCs;

         9 Director Marketing;

 and 

      10 Managing Director as Member Secretary;

      11 Managing Director, not below the rank of a collector appointed by State Government is the Chief Executive Officer of the Board.

Duties and Functions  

         1 The  Board  will  have  over all control and superintendence  on  all  the APMCs in the  State including the programs of Market Development taken up by APMCs.       

           2 The Board will issue instructions to all  APMCs  in general and to any APMC in particular to  ensure the efficiency. 

       3 Any other duty or action imposed by the Act .

       4 Any other act duly entrusted by Board or State Government as the case may be. 

       5 The  Board  will  approve  the  proposal  of APMCs for Site selection for the development of Market in its area.

       6 Board will supervise and guide the APMCs in the preparation of plans and estimates for the

construction works to be taken up by them.

        7 Execution of all the construction works funded by Board.

      8 To  maintain the Accounts in prescribed forms and keep them ready for the purpose of their

Audit.

      9 Board  will  provide  sufficient  means  of Publicity and Advertisement regarding Regulated

Marketing of Agricultural produce.

      10 The  Board shall make provisions for appropriate Training to the officers and employees of

the APMCs.

       11  For the  purpose  of  the  Act  Board  will   grant financial aids to  APMCs on the conditions

 decided by the Board.

     12  For the purpose of efficient working the Board will appoint its officers and other employees on such conditions and bindings which the Bord thinks to be fit.

     13 The Board may take  any  other  action which  it things necessary in the general interest

of APMCs or ensuring their efficiency.

                                                                                                   OBJECTIVES

             r Jharkhand State Agricultural Marketing Board has its prime objective to

           provide better Marketing Facilities to the marginal farmers of the State,  

           specially involved in horticulture.

      r The  Board  has confined itself for Value-Addition to agricultural produce

            besides  the  better  regulation  and proper arrangement from Farm to  

            Market.

            r INTEGRATED DEVELOPMENT of 603 HAATs (Rural Markets) in the State

            and  to  develop them as CONVERGENCE CENTER for health, sanitation

            along with agricultural affairs.

        r Provisions  for  Storage,  ProcessingGrading  and  Packaging  in 

            YARDS and SUB-YARDS  under the MASTER PLAN.

        r Establishment of TERMINAL MARKET YARDS in sufficient number.

        r Use  of  INFORMATION  TECHNOLOGY  in the Marketing of Agricultural

            Produce.
